If China's application is ultimately rejected, it will certainly be politically motivated. Because economically, China is as qualified as some of the TPP countries. The worst case scenario is that China is still in RCEP trade. There's nothing to lose by applying. China knows it has a good chance of joining, otherwise it would not apply.
The TPP is Obama's vision to shift manufacturing jobs from China to smaller Southeast Asian countries while burying some nails in the ground, such as labor and environmental laws. Mr Trump has undermined that strategy by fantasising about bringing manufacturing jobs back to America. Ironically, China now wants to join the TPP.

It's amazing. It was a long game, and it looked like it was early in the game. I still doubt China will agree to the terms of the deal as it will require a lot of action, but it's interesting that they think even talking about joining will bear fruit

All it takes is one country to cast a veto. So this is not going to happen all decisions are based on consensus and every existing country has the right to veto China's entry.

I think China has a good chance of joining the TPP. How Japan and Australia can persuade other countries to exclude their region from the future world's largest economy just look at New Zealand's attitude!

I agree, The big question now is whether they will be willing to accept the TPP's penalties for China's protected state-owned enterprises. I think they probably feel that they can again do what they did at the WTO... .
I think it's more likely to happen than you think. If you think China is not qualified and will be rejected, I would point out that You already joined Vietnam and there are state-owned enterprises in Vietnam. For China to join, the political risks outweigh the economic risks. Most of the TPP's members have joined the China-led RCEP
If China succeeds in joining the TPP, it will be seen as one of the biggest us foreign policy blunders of the late 2010s and 2020s. We built a trade organization and building blocks, only to have the Chinese use it to increase their power and use it against the United States. What kind of self-harm is that? I do think that if they do enter into this agreement, it will be a real kick in the backside of the American elite, and China will start looking for ways to sell free trade agreements, because if we don't provide growth for the world, China will. If China does join, it completely defeats the purpose of creating an American economic bloc to counter the Chinese economic bloc. If they join, even if we join later in order to reduce our dependence on China or create our own trade block, we will ultimately lose because we gave the potential trade block to China for free.
